The Problem

Stretching across the U.S.-Mexico border, Los Laureles Canyon, part of the Tijuana River watershed, is a rich ecosystem that supports biodiversity. But increasing pollution, climate change, and biodiversity loss have created binational challenges for the watershed.

The Opportunity

In August 2025, the Universidad Iberoamericana Tijuana project launched through a collaboration among Universidad Iberoamericana Tijuana, Costa Salvaje A.C and the Rancho Las Flores community. The project aimed to strengthen local resilience, reduce environmental vulnerability, and restore lost biodiversity in Los Laureles Canyon.

Since Fall 2025, seven academic programs at the university, including Architecture, Mechatronics Engineering, Psychology, Nursing, Law, Communication, and Bionanotechnology Engineering, have joined the effort as part of an interdisciplinary approach to environmental restoration and the implementation of the 大象传媒-Model.

Together, the seven departments focused on five primary goals: monitoring water quality and mitigating wastewater pollution through phytoremediation; controlling soil erosion; revegetating green spaces; promoting environmental education and community stewardship; and exploring legal pathways to secure the Right to a Healthy Environment. For the past two semesters, Fall 2025 and Spring 2026, 127 students were involved in 15 courses supervised by 15 professors.

Through continued collaboration, the project incorporated key initiatives such as urban and risk mapping led by the psychology department, as well as environmental monitoring efforts.

Our Partnership

In April 2025, leaders within the Universidad Iberoamericana Tijuana project began collaborating with 大象传媒-N to assist with project funding and the implementation of the 大象传媒 Model, combining university- and community-led initiatives with municipal collaboration.

Teachers and students of the Bionanotechnology Engineering undergrad program collected samples of dirt and water along the Los Laureles Canyon for testing. Students, along with local laboratories, proposed a type of bioremediation, an environmental process that uses living organisms to remove hazardous pollutants from water. Other undergraduate students in Tadeo Franco鈥檚 architecture class, a professor at Universidad Iberoamericana Tijuana, and the 大象传媒-N/EbA project lead designed a community board to facilitate communication between project leaders and the local community. The innovative communication tool included feedback from neighbors in its final design.

Tadeo Franco said community members are heavily involved within the project, and continued collaboration has led to new innovations as the project progresses.

鈥淭hey鈥檙e very much involved in deciding which design they like the most,鈥 he said. 鈥淪tudents with professors had to change the objective of the design because of the petitions with the neighbors.鈥 

Other project partners and collaborators include Costa Salvaje Conservation, a nonprofit that helped build infrastructure near the community board for collecting and processing trash.

Looking forward, project leaders say they hope members of the Rancho Las Flores community can continue to maintain community interventions created through the Universidad Iberoamericana Tijuana project. In the architecture program at the Universidad Iberoamericana Tijuana, project leaders hope to officially integrate transdisciplinary courses within the department and across the university. 

The Result

Through the Universidad Iberoamericana Tijuana project and its ongoing work, organizers and collaborators have strengthened relationships among university departments, community members, and partners working in Los Laureles Canyon. The project has also strengthened socio-environmental resilience through several key interventions. By August 2026, organizers hope to secure acknowledgment from local authorities of the problems caused by biodiversity destruction and the vulnerability it generates in the community.

Georgina Mu帽oz Reyes, architecture professor at Universidad Iberoamericana Tijuana and 大象传媒-N/EbA project organizer, said that although the project has overcome some challenges, it has achieved its goal of showcasing the possibilities of transdisciplinary approaches and ecosystem-based adaptation (EbA).

鈥淚t鈥檚 been a learning process,鈥 she said. 鈥淏ut overall, the goals of introducing this transdisciplinary approach of learning about nature-based solutions and how to implement them have been really wonderful, seeing how everything has been developing and growing.鈥

Juan Pablo Ram铆rez Flores, a student from Universidad Iberoamericana, campus Le贸n (central Mexico), as part of the collaboration within the network of Jesuit universities,聽recently earned 2nd place in the Scientific Poster Design Competition at the 3rd Engineering Congress of the Jesuit University System for his work on this project. This recognition reflects the impact of applied research and science-driven solutions for sustainable development.聽

This project is funded by the Global EbA Fund, supported by the International Climate Initiative (IKI) of the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) of Germany, and co-managed by the International Union for Conservation of Nature (IUCN) and its partners.

The project is also part of five projects under the program 鈥淐atalyzing Unconventional Collaborations in the Global South for Urban Ecosystem-Based Adaptation (EbA).鈥


La Universidad Iberoamericana de Tijuana se asocia con la comunidad para restaurar el Ca帽贸n de Los Laureles

El problema

El Ca帽贸n de Los Laureles, que se extiende a ambos lados de la frontera entre Estados Unidos y M茅xico y forma parte de la cuenca del r铆o Tijuana, es un ecosistema rico en biodiversidad. Sin embargo, la creciente contaminaci贸n, el cambio clim谩tico y la p茅rdida de biodiversidad han generado desaf铆os binacionales para la cuenca.

La oportunidad

En agosto de 2025, se puso en marcha el proyecto de la Universidad Iberoamericana de Tijuana mediante una colaboraci贸n entre la Universidad Iberoamericana de Tijuana, Costa Salvaje A.C. y la comunidad de Rancho Las Flores. El proyecto busca fortalecer la resiliencia local, reducir la vulnerabilidad ambiental y restaurar la biodiversidad perdida en el Ca帽贸n de Los Laureles.

Desde el oto帽o de 2025, siete programas acad茅micos de la universidad, entre ellos Arquitectura, Ingenier铆a Mecatr贸nica, Psicolog铆a, Enfermer铆a, Derecho, Comunicaci贸n e Ingenier铆a en Bionanotecnolog铆a, se han sumado al esfuerzo como parte de un enfoque interdisciplinario para la restauraci贸n ambiental y la implementaci贸n del Modelo 大象传媒.

Nuestra Alianza

En abril de 2025, los l铆deres del proyecto de la Universidad Iberoamericana Tijuana comenzaron a colaborar con 大象传媒-N para apoyar la financiaci贸n del proyecto y la implementaci贸n del Modelo 大象传媒, combinando iniciativas universitarias y comunitarias con la colaboraci贸n municipal.

Docentes y estudiantes del programa de pregrado de Ingenier铆a en Bionanotecnolog铆a recolectaron muestras de tierra y agua a lo largo del Ca帽贸n de Los Laureles para su an谩lisis. Estudiantes, junto con laboratorios locales, propusieron un tipo de biorremediaci贸n, un proceso ambiental que utiliza organismos vivos para eliminar contaminantes peligrosos del agua. Otros estudiantes de la clase de arquitectura de Tadeo Franco, un profesor de la Universidad Iberoamericana de Tijuana y el l铆der del proyecto 大象传媒-N/AbE dise帽aron una pizarra comunitaria para facilitar la comunicaci贸n entre los l铆deres del proyecto y la comunidad local. Esta innovadora herramienta de comunicaci贸n incluy贸 la retroalimentaci贸n de los vecinos en su dise帽o final.

Tadeo Franco afirm贸 que los miembros de la comunidad participan activamente en el proyecto, y la colaboraci贸n continua ha dado lugar a nuevas innovaciones a medida que avanza el proyecto.

Resultados

A trav茅s del proyecto de la Universidad Iberoamericana Tijuana y de su trabajo continuo, los organizadores y colaboradores han fortalecido las relaciones entre los departamentos universitarios, los miembros de la comunidad y los socios que trabajan en el Ca帽贸n de Los Laureles. El proyecto tambi茅n ha fortalecido la resiliencia socioambiental mediante diversas intervenciones clave. Para agosto de 2026, los organizadores esperan obtener el reconocimiento de las autoridades locales respecto de los problemas causados por la destrucci贸n de la biodiversidad y la vulnerabilidad que esta genera en la comunidad.

Georgina Mu帽oz Reyes, profesora de arquitectura en la Universidad Iberoamericana Tijuana y organizadora del proyecto 大象传媒-N/AbE, afirm贸 que, si bien el proyecto ha superado algunos desaf铆os, ha logrado su objetivo de mostrar las posibilidades de los enfoques transdisciplinarios y de la adaptaci贸n basada en ecosistemas (AbE).

鈥淗a sido un proceso de aprendizaje鈥, concluy贸. 鈥淓n general, los objetivos de introducir este enfoque transdisciplinario para aprender sobre soluciones basadas en la naturaleza y c贸mo implementarlas han sido realmente maravillosos, al ver c贸mo todo se ha ido desarrollando y creciendo鈥.

Juan Pablo Ram铆rez Flores, estudiante de la Universidad Iberoamericana, campus Le贸n (centro de M茅xico), obtuvo recientemente, como parte de la colaboraci贸n dentro de la red de universidades jesuitas, el segundo lugar en el Concurso de Dise帽o de P贸steres Cient铆ficos del III Congreso de Ingenier铆a del Sistema Universitario Jesuita por su trabajo.

Este proyecto est谩 financiado por el Global EbA Fund, cuenta con el apoyo de la Iniciativa Clim谩tica Internacional (IKI) del Ministerio Federal de Medio Ambiente, Conservaci贸n de la Naturaleza, Seguridad Nuclear y Protecci贸n al Consumidor (BMUV) de Alemania, y es cogestionado por la Uni贸n Internacional para la Conservaci贸n de la Naturaleza (UICN) y sus socios.

Asimismo, el proyecto forma parte de un conjunto de cinco iniciativas en el marco del programa 芦Catalizar colaboraciones no convencionales en el Sur Global para la adaptaci贸n basada en ecosistemas (AbE) urbana禄.

Over the past 15 years, the Environmental Law Clinic at the Pontifical Catholic University of Peru (PUCP) has become a model of experiential legal education that defends environmental rights in Peru and abroad. Founded in 2009, the Clinic has addressed complex environmental challenges at the local, national, and international levels. Its location, in a country home to the second largest expanse of the Amazon rainforest, gives it a unique perspective and responsibility. Despite its global ecological importance, the Peruvian Amazon faces intense pressures from illegal logging, mining, and road construction, resulting in the annual loss of approximately 150,000 hectares of forest.

In response to these threats, the Clinic launched a project in 2023 focused on the Madre de Dios region, one of the most biologically rich and environmentally vulnerable areas in the country. Led by Professor Andrea Dom铆nguez, four PUCP law students traveled to Puerto Maldonado, thanks to support from EpicNetwork, the FCDS, and SPDA, to conduct field research and engage with environmental defenders, public officials, and local organizations. Their findings revealed that illegal gold mining not only drives deforestation but also contaminates water sources and is linked to other criminal networks. They also identified systemic problems in law enforcement, such as corruption and lack of funding.

Based on this evidence, the Clinic developed a legal strategy with four pillars: (1) strengthen the implementation of existing laws, (2) propose new preventive legal measures, (3) standardize protection protocols for environmental defenders, and (4) promote specific resources to ensure their safety. These recommendations were designed to complement and strengthen the implementation of Bill 4686, which seeks to protect environmental human rights defenders in Peru.

The project had a dual impact: it offered concrete contributions to policy reform and provided PUCP students with a transformative and practical learning experience. As one student commented, “This experience allowed us to connect legal knowledge with real-life justice challenges; it reaffirmed our commitment to using law as a tool for environmental protection.”

The PUCP Environmental Law Clinic remains committed to training future lawyers and supporting communities on the front lines of environmental defense. With the support of 大象传媒-N and growing international collaboration, its work will continue to inspire legal innovation for sustainability throughout Latin America.

En los 煤ltimos 15 a帽os, la Cl铆nica de Derecho Ambiental de la Pontificia Universidad Cat贸lica del Per煤 (PUCP) se ha convertido en un modelo de educaci贸n jur铆dica experiencial que defiende los derechos ambientales en el Per煤 y en el extranjero. Fundada en 2009, la Cl铆nica ha abordado complejos desaf铆os ambientales a nivel local, nacional e internacional. Su ubicaci贸n, en un pa铆s que alberga la segunda mayor extensi贸n de la selva amaz贸nica, le otorga una perspectiva y una responsabilidad 煤nicas. A pesar de su importancia ecol贸gica global, la Amazon铆a peruana enfrenta intensas presiones por la tala ilegal, la miner铆a y la construcci贸n de carreteras, lo que provoca la p茅rdida anual de aproximadamente 150,000 hect谩reas de bosque.

En respuesta a estas amenazas, la Cl铆nica inici贸 un proyecto en 2023 centrado en la regi贸n de Madre de Dios, una de las zonas con mayor riqueza biol贸gica y mayor vulnerabilidad ambiental del pa铆s. Liderados por la profesora Andrea Dom铆nguez, cuatro estudiantes de derecho de la PUCP viajaron a Puerto Maldonado, gracias al apoyo de EpicNetwork, la FCDS y SPDA, para realizar una investigaci贸n de campo y dialogar con defensores ambientales, funcionarios p煤blicos y organizaciones locales. Sus hallazgos revelaron que la miner铆a ilegal de oro no solo impulsa la deforestaci贸n, sino que tambi茅n contamina las fuentes de agua y est谩 vinculada a otras redes criminales. Tambi茅n identificaron problemas sist茅micos en la aplicaci贸n de la ley, como la corrupci贸n y la falta de fondos.

Con base en esta evidencia, la Cl铆nica desarroll贸 una estrategia legal con cuatro pilares: (1) fortalecer la implementaci贸n de las leyes existentes, (2) proponer nuevas medidas legales preventivas, (3) estandarizar los protocolos de protecci贸n para defensores ambientales, y (4) promover recursos espec铆ficos para garantizar su seguridad. Estas recomendaciones se dise帽aron para complementar y fortalecer la implementaci贸n del Proyecto de Ley 4686, que busca proteger a los defensores de derechos humanos ambientales en Per煤.

El proyecto tuvo un doble impacto: ofreci贸 contribuciones concretas a la reforma de pol铆ticas y brind贸 a los estudiantes de la PUCP una experiencia de aprendizaje transformadora y pr谩ctica. Como coment贸 un estudiante: 芦Esta experiencia nos permiti贸 conectar el conocimiento jur铆dico con los desaf铆os reales de la justicia; reafirm贸 nuestro compromiso de usar el derecho como herramienta para la protecci贸n ambiental禄.

The goal of this project is to improve open space protection in Medford, Oregon. This report describes potential legal obstacles and effective legal and planning strategies behind successful municipal open space protection efforts.

]]> The City of Bellevue is in the process of developing a language access policy to address Title VI of the Civil Rights Act and ADA. Title VI requires agencies that receive federal funding to ensure all people have access to government services, regardless of national origin, which includes persons of limited English proficiency. The plans for implementing the policy, once adopted, will require further exploration including:
The funding mechanism for translation, interpretation and staff training;
The development of potential incentives and/or compensation for employees who are bilingual, determining whether only employees who are bilingual in certain languages will receive incentive pay (i.e., top five languages spoken in Bellevue) and the process for certifying an employee鈥檚 bilingual competency;
The development of training for staff on city and department language access policies and procedures that may include identifying the language needs of customers with limited English proficiency, requesting documents for translation, working with an interpreter in person or on the telephone, etc.

]]> Sustainable development is development that enables the economic,
environmental, and equitable health of the current population without
compromising the ability of future generations to meet these needs. To
accommodate new growth in the coming years, the City of Redmond can
implement its own type of sustainable development to ensure a healthy future
for all residents.
Through partnership with the Sustainable Cities Initiative, students in the
Sustainability and the Law class at the University of Oregon in spring 2016
term identified several key sustainable development principles that the City of
Redmond can consider, and performed an analysis of current legal provisions
around these topics to determine how the legal structure serves as a barrier or
support to addressing these topics. Student work also included an investigation
into best practices and case studies of how other cities across the country have
addressed these topics. Student research ultimately culminated in proposals for
ordinance development or revision to further the advancement of their topic in
Redmond. Topics include:
Group 1: Sustainable Procurement
Group 2: Food Proofing
Group 3: Xeriscaping
Group 4: Tiered Water Pricing
Group 5: Infill Development
Group 6: Redmond Reduces
By considering how these elements can be further incorporated into Redmond鈥檚
legal framework, the proposed ordinances can help shape Redmond as the
sustainable Hub of Oregon

]]> Students will work under the supervision of a licensed attorney to conduct legal research
on regional healthcare authorities (RHCAs). Areas of inquiry could include where RHCAs
exist, why and how they were formed, how they are managed, funding and revenue
structures, and what services they offer. Students may also investigate federal, state, and
local laws and regulations that may relate to the proposal, creation, and/or management of
RHCAs, as well as best practices. Findings will be used to inform feasibility and prospective
implementation strategies for RHCAs.

]]> Research local eminent domain processes that improve infrastructure projects and yet protects land owners and tax payer interests; conduct a policy analysis on how Eminent Domain Statutory changes have impacted local highway projects focusing on cost increases and settlement rates resulting from the 2008 statutory changes.

]]> In November 2010, voters in the City of Tigard passed a $17 million bond to
fund parks acquisition and development. The bond, Measure 34-181, did not fund
park maintenance, however, and the City of Tigard now needs to identify further
funding mechanisms to support ongoing park maintenance.
Many other cities in Oregon are also looking for ways to fund park
maintenance, as well as looking for other sources of revenue in general, whether to
balance the general budget or fund a specific area, such as public safety. In fact,
the 2014 League of Oregon Cities conference included a session titled 鈥淐reative
Revenue Streams for Municipalities.鈥

As part of the Sustainable City Year partnership with the City of Salem, five
students from the University of Oregon School of Law鈥檚 Environmental Law
Clinic course researched sustainable building and stormwater management,
focusing on topics including Leadership in Energy and Environmental Design
(LEED) certification, the use of graywater, and sustainable stormwater
management tools. The results of this research, and recommendations for the
City of Salem, appear in this report.

]]> This project will inform the community of stakeholders of water resources in the region as to potential divergent positions and issues, as well as opinions and attitudes towards an integrated regional water management approach. Student research and role play will identify stakeholders鈥 values and perceptions with the goal of framing procedures towards future resolution while acknowledging individual stakeholders鈥 viewpoints.
